District Disaster Management Coordination Unit
The principal functions of the DMC under the said Act are to
Assisting the Council in the preparation of the National Disaster Management Plan and the National Emergency Operation Plan and proposals for upgrading the same when it becomes necessary
Taking responsibility for the implementation of the National Disaster Management Plan and the National Emergency Operation Plan, and upon the declaration of a state of disaster to direct and coordinate the implementation of the National Emergency Operation plan
- Ensuring that the various Disaster Management Plans prepared by Ministries, Government Departments or public corporations conforms to the National Disaster Management Plan
- Based on Disaster Management Plans prepared by various Ministries, Government Departments and public corporations under section 10, preparing and implementing programmes and plans for disaster preparedness, mitigation, prevention, relief, rehabilitation and reconstruction activities and coordinating of organizations which implement such programmes and plans and obtain financial assistance form the Treasury for such activities and release the same to the relevant regions and monitor and evaluate these activities
- Issuing instructions and guidelines to appropriate organizations, non-governmental organizations, district secretaries and divisional secretaries on activities relating to disaster management and initiating and implementing work programmes in co-ordination with such organizations and secretaries
- Promoting research and development programmes in relation to disaster management and setting up and maintaining a data base on disaster management
- Submitting reports to the Council from time to time and whenever required by the Council in regard to its activities.
This Act also provides for a framework for disaster risk management in Sri Lanka and addresses disaster management (DM) holistically, leading to a policy shift from response based mechanisms to a proactive approach towards Disaster Risk Management.
In terms of the Act following hazards come under the purview of Disaster Management:

In July 2005 the Disaster Management Centre (DMC) was established under the National Council for Disaster Management (NCDM) to be functional under H.E. the President.
In December 2005 a separate Ministry for Disaster Management was established under the Hon. Prime Minister. In February 2006 the Ministry for Disaster Management and Human Rights (M/DM&HR) was established with the subject of Human Rights listed under its purview. As per the gazette notification of February 2006 National Disaster Management Council, Disaster Management Centre and Department of Meteorology were placed within the purview of M/DM&HR. In 2010 National relief services Center was amalgamated with the Ministry of Disaster Management and Ministry was named as the Ministry of Disaster Management.
The DM functions implemented through the DMC according to gazette notification are as follows:
- Initiate and coordinate foreign aided projects for disaster mitigation, response and recovery
- Liaising with Ministries, Government authorities and agencies, private sector agencies, NGOs and INGOs and all other relevant agencies to ensure timely execution of such responsibility.
- Coordination and Management of relief activities pertaining to natural and man-made disasters.
- Coordinating awareness programs on natural disasters and man-made disasters
- Early warning systems
- Supervision of the activities of non-governmental organizations and social welfare voluntary agencies in relation to disaster management, provisions of relief and promotion of human rights
- Facilitation of and assistance to non-governmental organizations and social welfare voluntary agencies, in the fields of disaster management and human rights through countrywide Ministries, Departments and Public Corporations, Provincial Council, Local Authority Administration; and District, Division and Grama Niladhari administration; to enforce coordinate and monitor activities related to -
- Hazard Mapping and Risk Assessment
- Information Management
- Disaster mitigation
- Early warning dissemination
- Preparedness for effective response at disaster situations
- Emergency Operations Management
- Management of the post-disaster activities after a disaster
The Services Provides to Citizen
- Conduct the awareness programme of DRR, climate change and adaptation to school students, principals, teachers, youth volunteers, communities, community leaders, government organizations and tri forces.
- Preparedness planning activities for upcoming disasters. Prepare the disaster preparedness plans for Grama Niladhari Level, Divisional Secretariat Level, District Level, Dam safety plan, School safety plan.
- Emergency response activities from the any emergency disaster situation coordinate with relevant stake holders.
- Mitigation activitiesfor reduce the disaster loss and damages.
- Establish the early warning mechanism to deliver the messages up to bottom level and grass hood level.
- Coordinate to deliver the compensation for Human-Elephant conflicts.

Govt. Paddy Purchasing and disposal Program 2022/23 Maha Season
Under above Program 5,919,613 kg of Paddy has been purchased from 1,412 Farmers by 9 rice Mills. Produced Rice from Purchased Paddy is distributing at the rate of 10 Kg per family to low income families, Samoordhi beneficiaries, Elders, disable & kidney Patients of Vavuniya, Jaffna, Puttalam, Gamphaha districts.

Media Unit
Government Department of Information established media units in every district 12 years ago. According to the programme an media unit established in Vavuniya district secretariat and named it as Vavuniya district media unit.
By this district media units government expected to carry propaganda activity among people about development activities of the district. Awaring people about development programmes of government was the expectation. For this purpose employed the state media as well as printed media.
Main activity of this unit is recognizing progress and problems and all data of projects implementing in the district done with allocations of decentralized budget and provincial councils and other resources for the development of Vavuniya district and issue them to all media. specially details of district development committee and district coordinating committee holding under the supervision and operation of district secretary and collected by participating meetings and these information should issue to journalists of the district by coordinating them. And information of meetings ,workshops and ceremonies holding in the district should issue to the media by coordinating them.
Within the relevant period Vavuniya district media unit has been done following activities under the approval of district secretary.
- Covering all committee meetings and issuing information to media.
- Covering all the workshops held under the Vavuniya district strategic development plan.
- Covering and propagating by media about tournaments organized by Vavuniya district public service sports association.
- Collecting reports published in press media.
- Coordinating development activities of various branches of Vavuniya district secretariat and issuing relevant reports to media.

Our Mission
Formulation of policies, preparation of plans and facilitating their implementation to achieve the optimum utilization of land resources while maintaining sustainability and environmental balance.
Main Objectives
- Create the legal background for implementing the National Land Use Policy adopted for Sri Lanka.
- Prepare a National Land Use Plan for Sri Lanka
- Provide technical guideline so as to utilize the limited land resources for the betterment of the human beings while maintaining environment equilibrium.
- Issue recommendation and directives to establish the conservation and future existence of Land resource in development plans based on the land resource.
- Launch programmers so as to expand the knowledge, training and education on scientific land use planning.

Introduction
The National Aquaculture Development Authority (NAQDA) coming under the purview of the Ministry of Fisheries and Aquatic Resources was established in 1999 by the Parliamentary Act (No. 53 of 1998). It is the main state sponsored organization mandated the development of the aquaculture and inland fisheries sector in Sri Lanka.
Vision and Mission
Our vision is to be an apex body in the region responsible for sustainable development and management of aquaculture and inland fisheries to ensure food security in order to improve the quality of life of the people.
Our mission is to contribute to the improvement of the socio-economic conditions of rural societies through alleviation of poverty by increasing freshwater and brackish water fish production and introducing new technologies for utilization of aquatic resources for small, medium and large scale enterprise development.

Overview
Consumer Affairs Authority (CAA) is the apex government organization mandated to protect consumers’ interests and ensure fair market competition in Sri Lanka. It has been established under the Consumer Affairs Authority Act No.09 of 2003. The act has laid down the legal provisions empowering the CAA to take necessary actions to safeguard the interests of consumers while maintaining effective competition among suppliers of goods and services.

Market Investigation
The Division also conducts market investigations and raids with a view to nab errant traders who violate the provisions of the Consumer Affairs Authority Act with regard to regulation of trade. These market investigations are conducted by the Head Office and the network of District offices of the Consumer Affairs Authority and the traders who are nabbed for violating the provisions are prosecuted in the respective Magistrate's Courts.
To encourage the good business practices lawful business, CAA has introduced “Model Shop” concept and has developed a set of criteria which a business should fulfill in order to become a model shop. The CAA conducts awareness programs for the traders associations, chamber of commerce, and companies on the current consumer law and “Model Shop” concept in order to promote good business practices and safeguard consumer rights.
Types of Offences
- Removing, altering, obliterating, erasing or defacing of a label or description or price mark of any goods and producing such a good for sale.
- Violation of directions issued to manufacturers or traders in respect of labeling, price marking, packetting relative to manufacturing, importing, marketing, stoking, sale or manufacture of selling and stocking of goods or on any other conditions.
- Sale or offer to sell any goods above the marked price.
- Failure to comply with the standards and specifications relating to goods and services determined by the CAA.
- Manufacture or sale of any goods which does not conform to the warranty or guarantee given by the manufacturer or trader.
- Contravenes any provision of any written agreement enter in to with the Authority with any manufacturers or traders of goods provide for maximum price, the standard of any goods manufactured or any condition required on the manufacture.
- Refusing to sell goods in possession.
- Denial of goods in possession and imposing conditions on the consumer upon purchase.
- Keeping the goods in custody excess of normal trading requirements.
- Increase the price of any specified good or service without the prior written approval of the Authority.
- Fails or refuse to display the price list or price board in the place of business.
- Not issue or refuse to issue a bill or receipt when demand by the purchaser.
- Engaged in a conduct that is misleading or deceptive the consumer by trader or business.
- False representation that any goods or services are of a particular standard, quality or grade, or that goods are of a particular style or model, or that goods and services have sponsorship, approval, performance characteristics, accessories ,users or benefits that they do not have.
- Violation of conditions pledged in the warranty or guarantee by implication or otherwise on the supply of goods and services.
- Prevailing anti-competitive behaviors or monopoly situations.
- Failure to maintain records as required by the Authority or to furnish any information or to produce any documents to the Authority to discharge its duty.
Consumer Education
One of the main functions of the Authority is to promote consumer education with regard to good health, safety and security of consumers. Consumer Affairs Authority has identified several strategies in order to disseminate information to the consumers. In this context the Consumer Affairs and Information Division conducts workshops for different target groups such as government officials, school children and teachers, university students, community based organizations, consumer activists, housewives etc.
The Division encourages the establishment of Consumer Organizations at regional level which is one of the core functions of the Authority. The objective of the establishment of these Consumer Organizations is that consumers living in a particular area could voice their grievances on consumer issues through these organizations and also they could make their own consumer community aware of the consumer rights and responsibilities. Further, they can take initiative corrective action against to promote lawful business in their village/town through these Organizations. The main challenge faced currently is to design a strategy for the sustainability of these Organizations.
Currently CAA is working closely with the district administrative setup in order to identify strategies to establish to network of active consumer societies at grass root level.

Preventing fraud and offence by joining with the internal administration with regard to financial activities of the District and Divisional Secretariat and independent survey on quantity and formality of the internal inspection carried out to reveal such fraud and offence and further taking action to ensure proper management in public resources through good governance.
Functions
When dealing with Internal Audit Functions of the District / Divisional Secretariat which are the supervision of District Secretary, a special attention is paid for below functions are mentioned in F. R. 133
- Examine whether the internal inspection and administrative system implemented within District and Divisional Secretariat to prevent frauds and malpractices are successful in its planning and implementation
- Examine whether the required information are provided for the preparation of accurate financial statement by the accounting system applied to ensure the credibility of accounts and other reports
- Evaluating the quality of performance demonstrated by the staff in the performance of their duties and responsibilities
- Verifying how far the assets belonging to Divisions / District Secretariats have been protected from any kind of damages
- Examine whether the provisions of the circulars issued from time to time by the Ministry in charge of the subject of public administration and the General Treasury, establishments code, financial regulations of the government and other supplementary instructions are properly followed
- Avoiding wastage and fruitless and excess expenses and verifying the effectiveness of internal administration system to reveal them
- Verifying the accounting procedure of District and Divisional Secretariat and the operations which cause certain expense and further verifying whether the property and assets of the District and Divisional Secretariat are properly utilized.
- Conducting special investigation wherever necessary
- Carrying out system analysis and performance analysis for effective performance
- Following the guide lines and directions given from time to time by Department of Management Audit, conducting the meetings of audit management committee of the District Secretariat quarterly and taking follow up actions to verify the progress in the implementation of decisions taken at those meetings

Provincial Internal Audit Sub Office
MISSION
Confirming an efficient and effective Administrative functions through the sufficient regulations created to Provincial Council.
Key Function:
- In terms to the Financial Administrative Regulations an-d Circulars proper advise to be given for efficient office management in the province.

National Disaster Relief Services Center (NDRSC)
Overview
National Disaster Management Centre was established in 1996 under the Ministry of Social Services and Social Welfare. It came under the Ministry of Disaster Relief Services by the extra ordinary gazette notification No: 1422/22, dated 08/12/2005, in order to plan and implement relief, rehabilitation and reconstruction activities. It was transferred to the Ministry of Resettlement and Disaster Relief Services with renaming as National Disaster Relief Services Center (NDRSC), by the Gazette Notification No: 1482/9 dated 09/01/2007. It functions under the Ministry of Disaster Management with effect from 30/04/2010 with the gazette notification No: 1651/20.
It is located at VidyaMawatha, Colombo 7 and functions under the policy guidance provided by the Hon. Minister and Secretary, Ministry of Disaster Management. Projects and programmes are carried out through the respective District Secretariats and Divisional Secretariats with the policy guidance given by the Ministry of Disaster Management. Further, Disaster Relief Coordinators function at the district level under the supervision of respective District Secretaries.

- Conducting capacity building programs and awareness programs for the relief officers.
Emergency Relief
A warehouse was set up under the Ministry Social Services in 2005 to maintain relief items for Tsunami. It has been maintained continuously by NDRSC and relief equipment such as Dry Foods, Water, Shelters/Tents, Hygienic Equipments, Health Equipments, Kitchen Utensils, Boat Engine and Clothes are stored to manage emergency situations. Further, water pumps, Water Tanks, and water purification equipments were stored and distributed among the drought places. The NDRSC distributes these relief items in need to the disaster affected areas through the relevant District Secretary.
